The Food Research & Action Center (FRAC) will present the "Breakfast Blueprint." This toolkit, jointly developed with the AFT thanks to the contributions of nearly 600 members, focuses on how to make breakfast after the bell programs successful from planning to implementation and evaluation.

Etienne Melcher Philbin, Senior Child Nutrition Policy Analyst, FRAC
Etienne joined FRAC in November 2007. In her current role as senior child nutrition policy analyst, she works with a diverse group of national and state partners to expand the use of the School Breakfast Program among low-income children and increase the number of schools offering breakfast in the classroom free to all students in target states, school districts and schools.
In her previous role as FRAC’s Senior Legislative and Public Affairs Associate, she worked with FRAC’s network and Congress, advocating for federal legislation to improve access and participation in domestic anti-hunger programs.
Chelsea Prax, Children's Health & Well-Being, American Federation of Teachers
Chelsea Prax directs the Children’s Health and Well-Being programs at the American Federation of Teachers as an Assistant Director of Educational Issues. With a background in both teaching and public health, Prax supports affiliates with research, advocacy, strategic partnership and training. She focuses on the priorities of AFT’s 1.7 million members: (1) mental health, (2) equitable access to healthcare and (3) food security.
