This appears to be directly copied from the Penguin guide to 1984 for teachers without attribution. Penguin has several good resources available for free at www.penguin.com/services-shared/teachersguides if you're interested in the complete document.

A very useful resource with some probing questions. 1984 tackles some profound issues and the questions address them well. This resource could be built upon by introducing other political novels and the debates they generate. Could be used for older learners too.
