I'm pretty sure this is in American English, which defeats the purpose. British English usually has the commas outside the quote marks. US: "No, I don't like you," she said to him. UK: 'No, I don't like you', she said to him. You could still use the worksheet but change the punctuation. Please leave feedback if this is no longer the case.

Definitely UK English. I've never heard of anyone putting the comma after the speech marks.
